The Report says that, "even systems starting from low level of performance, such as Madhya Pradesh in India have significantly improved their literacy and numeracy levels within just 2 to 4 years, while making strides in narrowing the achievement gap between students from different socio-economic background. Improvement can start from any student outcome level, whatever the geography, culture or income."

In Madhya Pradesh, the education system aspire from every student in class 2 through 5 to be proficient in reading and mathematics (mathematics is proficiency in division: reading is proficiency in reading standard 2 text). In

mathematics there was 8 per cent increase in proficiency compared to the national average which was minus 9 per cent. As regards reading there was 9 per cent increase in proficiency compared to national level i.e. 2 per cent increased.

The drastic change in the education system is possible because of the committed leadership, standardized, scripted teaching techniques (highly prescriptive curriculum, teaching methods), teachers coaches, data monitoring and basic needs provisions like mid day meal programme, free uniform and bicycles etc.
