Dissatisfaction among Farmers will threaten Internal Security
Relief Package to the tune of Rs. 2442 crore for Farmers
New Delhi, February 1, 2011. Shri Chouhan called upon the centre to immediately provide relief to the state to the tune of Rs. 2442 crore as relief package for the 34 lakhs farmers whose crops have been damaged by severe cold wave and frost. Almost 46 of the 50 districts of the state has been affected. The effect of recent tragedy of loss of crops coupled with the rising prices has doubled their sufferings and their economic conditions have become very alarming. If adequate and immediate aid to such farmers is not provided, it will breed dissatisfaction in the people and will threaten internal security of the country. Shri Chouhan was speaking at the conference of Chief Minister on Internal Security called by Union Home Minister Shri P. Chidamberam and chaired by the Prime Minister Dr. Manmohan Singh. The conference was attended by Chief Minister of other states. Shri Chouhan was acompanied by State Home Minister Shri Uma Shankar Gupta, Chief Secetary Shri Avani Vaish, DGP Shri S.K. Rout and other senior officials.
Madhya Pradesh Chief Minister Shri Shivraj Singh Chouhan called for making a strict anti-terrorism law for the country like other democracies of the world, who have enacted strict laws to protect their citizens from terrorist activities and to ensure their securities. He said that there is a need to have tough effective laws and political will to deal with.
Pointing at the large and illegal infiltration from bordering states to M.P., Shri Chouhan said that this has adversely affected the labour market and provided fertile grounds for anti national activities. He called for an urgent need to check infiltration as this can pose a grave danger for the future if some how they are able to get UID cards Shri Chouhan called for a strict monitoring before issuing census UID cards. He informed that at state level, strict instructions have been issued to identify and extradite such infiltrations. ...........2

Shri Chouhan said that control over the activities of various organised crime cartels is essential to ensure internal security. For effective action against terrorist activities and organised crime, Shri Chouhan said that the state Vidhan Sabha has passed the "M.P. Terrorist and Disruptive Activities and Organised Crime Control Act 2010" and is pending with Government of India for its approval. Shri Chouhan urged for its early approval.
Reiterating the State Government's commitment on Internal Security & law and order, he said that an atmosphere of security coupled with an effective delivery system lends impetus to development. Informing about the steps taken by State Government in this direction he said that strict laws are enacted to check corruption in Public Services. The "M.P. Special Court Act" is slated to be placed in the coming Vidhan Sabha Session, increasing the strength of police force, till now about 4500 post have been sanctioned and in next 3 years 6500 additional post will be created as per the ratio of population, formation of ex-service man battalion and State Industrial Security Force (SISF) and formation of a new I.R. Battalion has been sent to the centre for approval, sanctioned 331 posts for strengthening of Intelligence wing. 3 annual award has been announced for best team work Ganimi Kava continuous good works- Chanakya award and special achievement awards for motivating the staff, a subsidiary Multi Agency Centre (SMAC) has been established, the system needs to be improved for better and effective co-ordination between agencies of various states and central agencies formulating as Establishment Board and police complaint Authority in compliance to the Supreme Court directions on Police Reforms, the drafting of a new Police Act is also underway. The Police modernisation plan has been in place for the last 10 years.
